This is a scene from Tower Hamlets in 2013.


The man slumped on the desk is an identifiable ‘homeless’.

The woman sitting is an identifiable ‘helper’.


For legal reasons (because the woman is a piece of evidence) her identity is being withheld here, until the legal reason
no longer applies.


The picture is a proof that in Tower Hamlets there is an active policy of MAINTAINING homelessness.


That is, to create homelessness as in causing it and in
doing things that keep people homeless.


Tower Hamlets Council is the biggest causer
of homelessness in the
Borough.
