The © Muhammad Haque Daily linguistic Commentary: Diagnosing the Skynews slot allowing the introduction of a Muslim phrase to express a view about Kate Middleton. [1]

It was a momentary semi-satirical semi-ironic use of the well known phrase but the fact that the phrase was at al used by the people it was used by and on the programme that it was sued on is extremely significant. Why? Because the phrase Insha Allah, which Eleanor Mils, of the Sunday Ties pronounced more accurately than did her co-guest doing the Sky Press Preview had done.

Insha Allah is a very identifiable Muslim cultural expression, meaning, of course, God willing. However, the British "mainstream" Media is not known for easy introduction of anything remotely positive about Muslim culture. So why was this Phrase allowed by Sky News to be used, of al things, about Kate Middleton's “baby”?

Pupil premium 'spread too widely' to help poorest children

Labour's David Lammy describes school funding policy as unjust, as cash has been extended to families who have escaped poverty

The pupil premium, the flagship coalition policy to help poor children, is being spread more thinly so that it increasingly benefits children in affluent regions as well as impoverished urban areas, according to an analysis of the data, which was published on Friday.

Buckinghamshire and Surrey are among the 10 areas where the pupil premium will increase the most in percentage terms this year, Labour MP David Lammy has found, while Tower Hamlets has one of the lowest percentage increases.

The premium, an additional £600 per child in extra school funding, is intended to benefit "England's most disadvantaged pupils", and is a totemic policy for the Liberal Democrats, who see it as a major win from the coalition.

However, government spending on the pupil premium has more than doubled in Buckinghamshire and Surrey this year. In both counties, 11% of children are living inpoverty. In Tower Hamlets, where the pupil premium has gone up by 60%, more than half of children are in poverty.

The pupil premium is being spread more widely this year after the government decided to spend it on all pupils who have ever been eligible for free school mealsover the past six years, rather than just those currently receiving free meals.

This extends the cash to a swath of pupils who have escaped poverty as their family circumstances have improved.

The effect of the change has been to boost spending in leafier areas in southern England, while it has gone up more modestly in some of the poorest urban areas.

The total being spent on the policy is increasing. Funding for the pupil premium doubled to £1.25bn this year and is due to rise to £2.5bn by 2014-15. But Lammy, MP for Tottenham, said it was failing to target the poorest children because too much money was going to richer areas. "Ministers cannot pose as guardians of fairness when their flagship policy is so unjust," he said.

Excluding the tiny county of Rutland, the 10 biggest winners in percentage increase terms are: Buckinghamshire, Milton Keynes, Wiltshire, Suffolk, Surrey, North Yorkshire, Hampshire, Bath and North-East Somerset, Central Bedfordshire, and Windsor and Maidenhead.

Excluding the Isles of Scilly, the ten biggest losers are the Wirral, Middlesbrough, Halton, South Tyneside, the city of Kingston upon Hull, Hammersmith and Fulham, Harrow, Tower Hamlets, Newham and Islington.

However, even after the increases, the amounts being spent in poorer areas are higher. For example, schools in Tower Hamlets will receive £13.9m this year, an increase of £5m on last year. Schools in Buckinghamshire will receive £4.7m, an increase of £2.5m.

The money will be distributed to local authorities from June this year.

A Department for Education spokesperson said: "This analysis misunderstands the whole point of the pupil premium. It targets money directly at deprived children, regardless of where they live. Poor students need the most support, whether or not they're at school in Buckinghamshire or Tower Hamlets.

"We're increasing the pupil premium to £600 per child for 2012-13, as well as making sure it reaches more children so that we can tackle the inequalities in the system.

"This money is already making a real difference in schools – for example, by allowing teachers to provide one-on-one tuition, pastoral support or extra classes for those who most need them.

"The truth is that the current funding system has not worked. That's why we're reforming the system – so that thousands of children will finally be getting the extra support they need to succeed."

Luke Sibieta, senior research economist at the Institute for Fiscal Studies, said: "There's always been a tension between spreading the pupil premium as widely as possible and targeting it at the most deprived areas.

"I do wonder whether those children who are in and out of free school meals are temporarily poor rather than permanently poor, limiting the amount you can spend on children who are permanently poor."

Sibieta said the IFS had argued for a higher pupil premium for children who are persistently on free school meals, "because these are the children at the highest level of disadvantage".

"The government is clearly seeking to spread the pupil premium out more widely, and this new measure might now include children from 'working poor' families. [But] I don't think that being 'ever eligible for free school meals' is a good way of targeting this group of pupils, as this new measure might also include families who were only temporarily poor."

Sibieta suggested it would be better to target these children by directly looking at household income or eligibility for working tax credits.

Deciding to spread the money more widely rather than raising the amount spent per pupil risks diluting the impact of the pupil premium, one researcher said.

Jonathan Clifton, research fellow at the IPPR thinktank, said: "They could have upped the pupil premium further, rather than expanding who's eligible to get it. That's a genuine debate.

"We know the pupil premium does need to be higher per pupil for it to be effective. The things that schools might spend the pupil premium on, like one-to-one tuition, are expensive."

East London immigration advisor jailed

An immigration advisor found with dozens of fake identity documents designed to help people to enter the country illegally has been jailed for 3 and half years.

Mujibur Rahman, a 44-year-old Bangladeshi of Rounton Road E3, was arrested after the UK Border Agency's north and east London criminal and financial investigation team searched his home on 9 November 2011.

Acting on intelligence, the officers found several blank Bangladeshi passports, false British passports, a Bangladeshi High Commission stamp, £11,950 in cash and various other false documents.

Officers established that he was a registered immigration advisor working from his company Mimfa Travel Limited and London Immigration Services, based on Bethnal Green Road E3. A search warrant was executed at the business premises where a further 5 blank Bangladeshi passports were found.

The business has now been closed and Rahman's activity reported to the Office of the Immigration Services Commissioner, which is responsible for ensuring businesses are legitimate. Investigating officers are reviewing the cases that Rahman was involved with.

Rahman appeared at Snaresbrook crown court on 17 February 2012 where he pleaded guilty to 19 immigration fraud-related charges, including possession of false documents and articles in connection with fraud. He was sentenced at the same court on Friday 9 March.

Simon Prankard, from the UK Border Agency's north and east London criminal and financial investigation team, said:

'Rahman thought he could get away with this scam but our investigation stopped him in his tracks.

'The UK Border Agency will not tolerate immigration abuse, and as an organisation we are cracking down on it all over the country. As the sentence handed out today shows, those who seek to cheat immigration laws face heavy penalties.'

The north and east London criminal and financial investigation team is a specialist unit of seconded police officers from the Metropolitan Police working alongside warranted UK Border Agency officers to investigate organised immigration crime.

David Cameron concluded a three-day love-in with Barack Obama by comparing him with Theodore Roosevelt and delivering what was seen in the U.S. as a controversial endorsement of four more years of his presidency.

In another extraordinary series of exchanges between the two leaders, the Premier ladelled praise on Mr Obama for pressing the ‘reset button on the moral authority of the entire free world’.

In return, the President hailed Mr Cameron’s leadership and ‘commitment to dignity’, paying tribute to the way he and his wife Samantha contended with the death of their disabled son, Ivan, in 2009.

Today the White House released a collection of photographs capturing the close relationship between the two men.

Making a toast to the Prime Minister at a White House banquet, Mr Obama said: ‘I will say something else, David: All of us have seen how you as a parent, along with Samantha, have shown a measure of strength that few of us will ever know.

'In all of our interactions including today I’ve learned something about David. In good times and in bad he’s just the kind of partner you want at your side.

‘I trust him. He says what he does and he does what he says. I’ve seen his character. I’ve seen his commitment to human dignity during Libya.’

Mr Cameron, also speaking at the dinner, delivered what the official transcript of the White House press corps said was ‘essentially an endorsement of another four years of Obama’.

Though aides denied the PM’s remarks had been intended that way, they will heighten controversy over his failure to meet any of the Republican candidates for the presidency during his visit. The Conservatives and the Republicans are traditionally aligned.

Mr Cameron said: ‘There are three things about Barack that really stand out for me: Strength, moral authority and wisdom. Strength because Barack has been strong when required to defend his national interests. Under President Obama’s leadership, America got Bin Laden.’

Mr Cameron said Mr Obama had renewed the moral leadership of the U.S., and compared him with President Roosevelt, one of the most reforming presidents of the 20th century who established the principle that the U.S. wields soft power around the world and was the first American to win the Nobel Prize.

‘He has pressed the reset button on the moral authority of the entire free world,’ the Prime Minister said, adding: ‘Barack, it is an honour to call you an ally, a partner and a friend.’

Mr Cameron was criticised back in Britain by Tory MP Nadine Dorries, who said: ‘When Obama made a visit to Britain in the build-up to a general election he was courteous and met with the then leader of the opposition, David Cameron.

A No 10 source said: ‘You would expect David Cameron to speak highly of the President. They have a very good relationship. But on a political level we remain neutral.’

Talking about the White House banquet later, Mr Cameron said: ‘I had the First Lady on my right, and she had George Clooney next to her. That’s tough competition!’

Among the British guests at the dinner were Damian Lewis, currently starring in the President’s favourite TV programme Homeland, and his actress wife Helen McCrory, Downton Abbey star Hugh Bonneville and Sir Richard Branson.

If they do it can only be because obama hasn't been told cameron is from britain. He must think he is from france, because everyone knows he hates the british.

Nice for them both living in the lap of luxury whilst the people get poorer and poorer. The spend our money on wars and then tell us there is no money for health or services. Well it's our money not theirs and they are a pair of parasitic leeches who don't give monkeys about ordinary people, just the rich and famous. We are being run by the multinationals, the banks, the arms industry, this pair are just their lackeys taking their orders, and there is no democracy.


Well they say if you've got it flaunt it, what have they got - Money, Power, Free luxury travel & accommodation, expensive gifts, waited on hand and foot, oh almost forgot - A totally insensitive attitude to their nations who are suffering under their lack of leadership.

" Call me limbo Dave" comes to mind.It is easy to see why Obama is fawning him to make sure he will take Britain to another abyss...Notice Obama did not praise Britain or the British people -it has just been personal pointed praise on our PM. The US needs another way to acquire oil and Britain is acquiring potential oil on tap in the South Atlantic with potential confrontation not only with Argentina but also oil rich Venezuela -a confrontation the US would relish to get Chavez out of the way.Politicians think on many levels it is rarely the obvio
