Tower Hamlets Council used bailiffs to collect unpaid council tax and parking fines in more than 40,000 cases in the last three years.

The town hall was among the top 50 in the country resorting to debt collectors, new statistics from 2007 to 2010 show.

Campaigners Big Brother Watch, who obtained the information, said in many cases bailiffs “intimidate vulnerable members of the public”.

Daniel Hamilton, Big Brother Watch director, said: “The coalition Government must act now to end the culture of bully-boy debt collection which has taken hold in town halls across the country.

“Sending in bailiffs to recover debts should always be the absolute last resort.”

Of Tower Hamlets’ neighbouring boroughs, Newham came sixth in the country for bailiff-use, at more than 130,000 cases.

Barking and Dagenham used bailiffs 65,000 times and Hackney used them 59,000 times.

Tower Hamlets Council insisted it only used bailiffs as a last resort.

A spokesman said: “We are bound by law to collect all local taxes; these taxes are used to pay for the local services that our residents depend on.

“In a minority of cases residents fail to pay and we take appropriate action to maximise collection. Bailiff action is only used as a last resort after persistent failure to respond to contact from the council or arrange payment plans.”

Local Government and Housing minister Grant Shapps said: “The coalition Government will rein in the aggressive use of bailiffs, and defend people’s rights and liberties against home invasion.”

The minister added that plans by the last government to allow bailiffs to force entry into homes to collect civil debts will be shelved.

Bailiffs currently cannot make forced entries to get into properties.

If they have made a peaceful entry however, like climbing through a window or being let in, they can seize goods.

  • You quote a Tower Hamlets Council spokesman: “We are bound by law to collect all local taxes; these taxes are used to pay for the local services that our residents depend on.” This is not a fact. This is an opinion. Unless you include universally objective and verifiable evidence showing [any] steps that had in fact been taken in each case before the bailiff was used, the “bound by law” utterance is and can only be seen as a blanket excuse, just like the excuse that is often used before sending the bailiffs in. Our Campaign supporters’ experience over the past decades totally contradicts that quoted position. Once again the question arises: where are elected councillors on all these violations? There is no evidence of a single Tower Hamlets Councillor EVER making any democratic case for the community as against the violent culture of bailiffs being used as a NORM and much before the otherwise logical stage of last resort is reached 1735 Hrs Thursday 07 April 2011. This is updating the daily diagnosis of the BBC role in selling lies to the British public focussing n the BBC’s role at breakfast on Thursday 07 April 2011.
The mornings running order was led by the Portuguese crisis.
Followed by the BBC conceding a sort of continuing economic stagnation in the UK.
One item even referred to the rise in depression and the pogramme had an depression expert in.
Nowhere however was there any hint of a y real hardship being experienced by either families or individuals anywhere in Britain as resulting from the newer cuts to income that the CONDEM Budget has brought into force staring Wednesday.
Instead, the mood on the programme was contrived jollity. Underneath the conceit, as evident in Sian William’s smile she put as she hurriedly started talking about the wonderful sunshine while the BBC camera very clearly avoided the front page top headline on the DAILY TELEGRAPH and zoomed on the baby’s ‘jolly picture’.
That DAILY TELEGRAPH headline that the BBC camera concealed is of course about the sickest patents being neglected by the ‘health service’ in the UK! “Sickest patients are being neglected says the DAILY TELEGRAPH. But the MOTIVATION behind that headline may itself be suspect, in that the sickness that has now engulfed Cameron’s own crusade to carve ip the NHS may be that the Daily Telegraph is trying to help heal!
But the fact that the Tory Telegraph;h is engaged in a sort fo dirt truck does not justify the BBC Breakfast pogramme being so ferociously full of lies, denials, untruths and fakeries.

Rupert Murdoch-influenced Skynews.com hosted the so-called Labour Party activist Sally Bercow who appeared under the excuse of newspaper reviewer on the Skynews sofa which Sally shared with arch Right-wing propagandist and warmonger Ian Dale.
Dale is so brazen in his imperially hateful ideology that he even condemned Jemima Khan and gave as reason Ms Khan’s support for the Wikilist fronter Julian Assange! [http://www.independent.co.uk/news/uk/home-news/assange-case-set-for-july-2264136.html ] [over Assange’s current contest with the UK, USA and Swedish states continuing their pursuit of him].
The spectrum did not include any recognition of the world outside of the European continent!
The characters, the sources, the authoritative components of the SKY NEWS sofa were all made up of ‘the same unreal, fantasy elements.
Such is their utterly empty outlook that neither the SKY news presenter nor her ‘guests’ Sally and Ian came across as being from planet Earth. Not even when they were confronted with the front-page two line heading on Thursday's early edition of the Murdoch-controlled Times newspaper running an unusual story about ‘non-white’ catering workers on a sea side town running grooming programmes enticing mainly white girls [= in effect children] into prostitution..
